REQUEST FOR PROPOSALS Summary The City of Ramsey, Minnesota (the "City") is requesting proposals to provide electrical inspection services to the City on a contract basis. The City of Ramsey reserves the right to reject any and all proposals. Proposals must be received by the City no later than 4:30 p.m. on Friday, January 8, 2010 and should be addressed to: City of Ramsey Attn: Mick Kaehler, Building Official 7550 Sunwood Drive NW Ramsey, MN 55303 Each contractor that desires to respond must submit one electronic copy of its proposal to the City of Ramsey Building Official at mkaehlerCa~ci.ramsev.mn.us. Each proposal submitted shall be valid for ninety (90) days. Qualifications In accordance with Minnesota .Statute section 326.241, subdivision 2(2), all individuals providing inspection services must be Licensed as a journeyman or master electrician. The selected contractor cannot be currently employed as an electrician. Additionally, the selected contractor will have the skills to provide excellent customer service to Ramsey citizens, contractors, and city staff through courteous and responsive interactions and high quality work. The selected contractor must submit to a criminal background check, possess a valid driver's license; and carry general liability insurance, workers compensation insurance as necessary and automobile insurance. Scope of Services The selected contractor wil! provide electrical inspections services with the City of Ramsey for commercial and residential inspections on new construction and remodeling projects. Consultation may also be requested for plan review or structure assessment. The contractor will provide all of his or her own equipment. All inspections will be completed through a City issued permit and results of the inspections will be submitted to the City for record keeping. Availability The contractor will be generally available Monday through Friday between the hours of 8:00 AM and 4:30 PM to conduct electrical inspections. The City may elect to hire two contractors to ensure that a backup or substitute electrical inspector is available. The contractor selected to perform electrical inspections for the City of Ramsey wilt be available to work on an as-needed basis. Term of Contract The initial term of the proposed contract shall be for a period of six (6) months commencing on or around February 1, 2010 and shall automatically renew for successive six (6) month terms unless either party gives the other not less than forty five (45) days prior written notice before the expiration of the then current term that it does not want the contract to renew further. In addition, the City will be allowed to terminate the contract if the contractor does not perform services in a satisfactory manner, loses its license to perform any of the services, and becomes insolvent and other similar reasons. Cost of Services and Billing Methods The proposal must provide a compensation package for electrical inspections, plan review or other consultation.
