<br />August 22; this was in response to Council's request for a timeline relative to the Casey's site <br />approval. He stated the Council also requested the opportunity to investigate the possibility of a <br />parkway design with reduced speed throughout the corridor, and that information is determined <br />by the State of Minnesota. He stated the City can request a speed study for this purpose. He <br />pointed out that the City is obligated to construct the intersection including the signal lights at <br />Sunfish Lake Boulevard. He then introduced Audrew Witter, Assistant Auoka County Engineer. <br /> <br />Councilmember Jeffrey left the meeting at 8:27 p.m. <br /> <br />Councilmember Look stated that this project has been identified as a reliever road for TH 10, but <br />felt that the congestion on TH 10 needs to be addressed first and he was not in favor of having a <br />reliever road to the problem of TH 10. He expressed significant concern about having freeway <br />speeds in the City and did not want to see increased speeds on Bunker Lake Boulevard. He <br />stated the County has indicated this road is necessary to handle capacity for 2030 and the <br />increased capacity is the justification for this road. He stated it did not appear that there is any <br />willingness on the part of the County to reduce the speed on the road, and he is not in favor of <br />the project. <br /> <br />Councilmember Wise agreed with Councilmember Look and stated the County has told the City <br />that this project is part of the overall Town Center improvement project. He stated the City does <br />not need to look into any other studies regarding the impact of channelization on businesses <br />because all businesses are down after the channelization was done. He stated he felt that the <br />County is holding the City hostage because the City needs to get the improvement done and a <br />project of this size could not be done without other funding sources. He stated he is having a <br />hard time supporting this project. <br /> <br />Councilmember McGlone stated he is in favor of a reliever road for TH 10 and the City has a <br />willing partner in the County that is willing to apply for Federal grants on behalf of the City and <br />put four lanes of traffic on a road that needs replacement. He stated he is in favor of the project. <br /> <br />Councilmember Elvig stated he would like to see language placed in the Joint Powers Agreement <br />that acts as a placeholder with respect to the signals. He indicated the warrants for signalization <br />may not be there today, but that may change in the future. He stated he agrees with <br />Councilmember Look's concerns regarding traffic volumes on TH 10, but felt that the County is <br />a willing partner and the project should move forward. <br /> <br />Councilmember Look stated that hard channelization on Bunker Lake Boulevard will drive <br />additional traffic down the residential streets, putting additional pressure on these streets. <br /> <br />Mayor Ramsey stated he felt the signal at Magnesium Street must be included in the project and <br />if not, he cannot support the project. <br /> <br />Motion by Councilmember Look, seconded by Mayor Ramsey, to request that Auoka County <br />turnback CSAH 116 to the City. <br /> <br />City Councilf March 9, 2010 <br />Page 10 of 15 <br />
