Purpose <br />The purpose of this program is to help employees defray some of the costs of post <br />employment health insurance premiums using pre -tax dollars. <br />Effective Date <br />Participation in the Post Employment Health Care Savings Plan (PEHCSP). is available to <br />full- and part-time regular employees who are members of the AFSCME unit and who meet <br />the eligibility requirements described below on their termination date For the purposes of <br />the PEHCSP, the termination date is the last date an employee performed services for the <br />City. This includes, but is not limited to, the employee's retirement date. <br />This PEHCSP is effective November 1, 2008. <br />Eligibility Requirements <br />In order to be eligible for participation in the PEHCSP, the following terms and conditions <br />must be met: <br />1. The individual must be a regular employee and a current member of the AFSCME <br />bargaining unit. <br />2. The employee must have been continuously employed by the City of Ramsey for ten <br />years. There shall be no partial years and no aggregation of separate periods of <br />employment. <br />Benefits <br />AFSCME <br />MEMORANDUM OF UNDERSTANDING <br />Post Employment Health Care Savings Plan <br />Under the PEHCSP, eligible employees will contribute 100% of eligible sick leave hours to <br />the PEHCSP. City employees are eligible to accrue a maximum of 960 hours of sick leave <br />and may receive a percentage of the 960 hours of sick leave depending upon their years of <br />service. <br />For the purposes of this PEHCSP as per Article 22 of the AFSCME labor agreement, <br />"eligible sick leave hours" is 33% of unused accumulated sick leave after 10 years of <br />continuous employment; 35% of unused accumulated sick leave after 15 years of continuous <br />employment; 37% of unused accumulated sick leave after 20 years of continuous <br />employment; and 40% of unused accumulated sick leave after 25 years of continuous <br />employment. <br />1 <br />
