N.W., ANDOVER, MINNESOTA 55304 -4005 <br />(763) 862 -4200 FAX (763) 862 -4201 <br />March 17, 2010 <br />We have reviewed the sketch plan, site plan and final plat for RTC 14 Addition - Allina Hospitals and Clinics, to be <br />located in the northwest quadrant of CSAH 56 (Ramsey Boulevard) and Sunwood Drive within the City of Ramsey, and I <br />offer the following comments: <br />The existing right . ..o f way along CSAH 56 should be adequate for future reconstruction purposes (60fft west of <br />centerline), and no additional right of way, will be required at this time As proposed, access for the development is to <br />be made entirely from Sunwood Drive, ..with no access pomts,onto CSAH 56, which is consistent with county policy, <br />and is acceptable...Consequently no access points will be permitted onto,CSAH 56 for this. site, <br />It should be noted that the Intersection Site Distance Triangle for Case I at CSAH 56 /Sunwood Drive will be blocked <br />by the proposed building. While this is mitigated to some extent by the existing traffic signal at the intersection, it may <br />still impact operations and safety at the intersection. The city and the developer shall ensure that sight distance <br />requirements are met to the fullest extent possible for this site. Please note that no plantings or business signs will be <br />permitted within the county right of way, and care should be exercised when locating signs, buildings, structures, <br />planting, berms, etc. outside of the county right of way, so as not to create any new sight obstructions for this section <br />of CSAH 56. <br />A $150.00 ACHD Engineering Plan Review will apply to this project. Calculations must be submitted along with a <br />grading and erosion control plan that delineates the drainage areas for this development. The post- development rate of <br />runoff must not exceed the pre - developed rate of runoff for the 10 -year, critical design storm. Contact Dan Frey, <br />Engineer III (763.862.4209; email: Daniel.Frey@co.anoka.mn.us ) for further information and to coordinate the <br />ACHD Engineering Plan Review process. Please submit the drainage calculations, grading and erosion control plans, <br />and the ACHD Design Requirements List for County Highway Modifications (copy available via our website) and the <br />Engineering Plan Review fee to Mr. Frey for his review and approval. <br />Following completion of the ACRD Engineering Plan Review process outlined in the above paragraph, if any work is <br />to be completed within the CSAH 56 county right of way, a permit is required, and must be obtained prior to the <br />commencement of construction. Please note that underground traffic signal conduit/wiring and traffic signal handholes <br />exist within the county right of way along CR 56 at this location, and will require coordination with ACRD Signals <br />section in conjunction with permit process. The city/Developer Will responsible for any applicable ACHD signal- <br />related costs, should the construction activities for this site cause, impacts /damage. License Permit Bonding, methods <br />of construction, design details, work zone traffic control; restoration requirements, and follow -up inspections are <br />typical elements of the permitting process.
