The City could consider creating a Special Area Plan for the Subject Property, creating an Overlay <br />Zoning District, while maintaining the underlying, R -1 Residential (Rural Developing) Zoning <br />Designation. In this scenario, the Future Land Use Map would guide the Subject Property as `Park'; <br />however, the official zoning designation would remain as R -1 Residential (Rural Developing). This <br />would be done to ensure consistency between the Comprehensive Plan and Zoning while strengthening <br />the protection as a residence for Ms. Reidhead and avoiding non - conforming situations. <br />Should the City Council choose not to guide the Subject Property as Park, the 2030 Comprehensive Plan <br />Update would need to be sent back to the Metropolitan Council's Community Development Committee <br />for Public Hearing. Guiding the Subject Property anything but Park would be inconsistent with the <br />City's System Statement, and would require an amendment to the City's System Statement as well as the <br />approved 2030 Comprehensive Plan Update. <br />Recommendation: <br />Staff recommends that City Council guide the Subject Property as `Park'. <br />Funding Source: <br />The completion of the Draft 2030 Comprehensive Plan was completed through a contract with Bonestroo <br />and paid for with the Community Development Department fund.
