On January 27, 2010 the Metropolitan Council found the City of Ramsey's 2030 Comprehensive Plan Update (Update).to be in conformance with all regional system plans including the 2030 Regional Parks Policy Plan (Parks Policy Plan), because it acknowledged the existing and planned regional parks system facilities within the City and guided the future land use of all regional park inholdings as Park. Therefore, the Metropolitan Council authorized the City of Ramsey to adopt and implement the Update. The City of Ramsey's System Statement, received from the Metropolitan Council in 2005, indicated that the Parks Policy Plan includes six regional park boundary adjustments, including a potential boundary adjustment at Rum River Central Regional Park. Any change to the regional park boundary would come from an update to the Anoka County Park System Plan. As part of its system plan update, Anoka County recommended that three parcels be added to the park boundary, one of which is located in Ramsey. The System Statement stated that the City's comprehensive plan should reflect any park boundary change within the city limits. The Update that was reviewed by the Metropolitan Council satisfied this requirement. When the City submits its final, adopted Update to the Metropolitan Council, Council staff will review the Update to determine if it is still in conformance with all regional systems plans. If the City changes the future land use guiding of any or all regional park inholdings as Park to a different land use category, the Update would not conform to the Parks Policy Plan and may represent a substantial departure from the Parks Policy Plan. Strategy 5(a) of the Parks Policy Plan indicates that: The Metropolitan Council may require plan modifications to local comprehensive plans, updates or amendments that will more likely than not have adverse and substantial impacts on the current or future intended uses of the regional parks system lands or facilities, or are likely to have adverse and substantial impacts on lands that are officially recommended for acquisition in an adopted policy plan. The Metropolitan Council may require the City to modify its Update to return the future land use guiding of all park inholdings to Park in order to conform to the Parks Policy Plan and to protect the regional parks system for the future. The Metropolitan Council's Community Development Committee would hold a hearing on the proposed plan modification and recommend action on the proposed plan modification to the Metropolitan Council for a final decision.
