Background: <br />CONSIDER MOWING AND WEEKLY PARK FACILITY AND TRASH <br />MAINTENANCE SERVICES — CONTRACTOR OR IN -HOUSE FORCES <br />By: Mark Riverblood, Parks Supervisor <br />City Council and staff have been in the process of examining all facets of providing city services, <br />including using contract labor in lieu of city forces. On February 23` 2010 City Council <br />authorized staff to obtain quotes for two separate weekly activities that occur within parks that <br />can be bid on by contractors by the RFP process. <br />The first is mowing and trimming the 42 -acre Central Park each week during the growing <br />season. The other was weekly trash and litter collection, as well as playground safety <br />inspections and park building and restroom cleaning. <br />The intention was that in either of the above two services; if it were to be found that the private <br />sector is more cost effective, one manner of funding the contract(s) would be to reduce the park's <br />seasonal worker hours (for this.budget year) commensurate with the time previously dedicated to <br />perform the work — and utilize this 2010 budget line item to pay the contractor(s). <br />On Tuesday, April 6 2010, the quotes were due for the two separate RFP's. During the <br />development of the RFPs, staff assessed each aspect of the specific tasks, and all of the real <br />costs, including depreciation of City equipment to perform a `full cost accounting' of what the <br />City expends to perform the same services that the proposals identified. Attached to this case are <br />two worksheets showing that analysis for a typical summer week.
