CONSENT # Sd <br />INTRODUCE ORDINANCE AMENDING CHAPTER 4, SECTION 4.1.1 OF THE <br />RAMSEY CITY CHARTER — PRIMARY ELECTIONS (DATE CHANGE) <br />By: Jo Thieling, City Clerk <br />Background: <br />As Council is aware, the Governor signed a bill in February changing the State's Primary <br />Election date to August. The City of Ramsey Charter Commission met on Monday, March 29, <br />2010, and discussed Chapter 4 of the City's Charter with regard to the Primary Election. The <br />City's Charter currently reads as follows: <br />4.1.1 Primary Elections. On the first Tuesday after the second Monday in <br />September in advance of the regular municipal election there shall be a primary <br />election for the selection of two nominees for each elective office at the regular <br />municipal election, unless two nominees or fewer file for each elective office. <br />The Charter Commission is recommending the above language be repealed and replaced with the <br />following: <br />4.1.1 Primary Elections. Primary elections shall be held on the same date as <br />prescribed by the Minnesota Statute, which establishes the statewide primary <br />election date. The primary election shall be for the selection of two nominees for <br />each elective office at the regular municipal election, unless two nominees or <br />fewer file for each elective office. <br />As per Minnesota State Statutes 410.12, Subd. 7, upon recommendation of the Charter <br />Commission, the City Council may enact a Charter amendment by ordinance. The City Council <br />must hold a public hearing and the ordinance is enacted if it receives an affirmative vote of all <br />members of the City Council State Statute 410.12 is attached to this Case. <br />The ordinance amending the Primary Election in the City's Charter is attached for Council <br />introduction. <br />Council Action: <br />Motion to introduce Ordinance #10 -XXX to amend the City's Charter Chapter 4, Section 4.1.1 <br />Primary Elections — changing the date of the Primary Election to August. <br />Reviewed by: <br />City Clerk <br />City Attorney <br />City Administrator: <br />CC: 04/13/10 <br />
