CONSENT # Sd INTRODUCE ORDINANCE AMENDING CHAPTER 4, SECTION 4.1.1 OF THE RAMSEY CITY CHARTER — PRIMARY ELECTIONS (DATE CHANGE) By: Jo Thieling, City Clerk Background: As Council is aware, the Governor signed a bill in February changing the State's Primary Election date to August. The City of Ramsey Charter Commission met on Monday, March 29, 2010, and discussed Chapter 4 of the City's Charter with regard to the Primary Election. The City's Charter currently reads as follows: 4.1.1 Primary Elections. On the first Tuesday after the second Monday in September in advance of the regular municipal election there shall be a primary election for the selection of two nominees for each elective office at the regular municipal election, unless two nominees or fewer file for each elective office. The Charter Commission is recommending the above language be repealed and replaced with the following: 4.1.1 Primary Elections. Primary elections shall be held on the same date as prescribed by the Minnesota Statute, which establishes the statewide primary election date. The primary election shall be for the selection of two nominees for each elective office at the regular municipal election, unless two nominees or fewer file for each elective office. As per Minnesota State Statutes 410.12, Subd. 7, upon recommendation of the Charter Commission, the City Council may enact a Charter amendment by ordinance. The City Council must hold a public hearing and the ordinance is enacted if it receives an affirmative vote of all members of the City Council State Statute 410.12 is attached to this Case. The ordinance amending the Primary Election in the City's Charter is attached for Council introduction. Council Action: Motion to introduce Ordinance #10 -XXX to amend the City's Charter Chapter 4, Section 4.1.1 Primary Elections — changing the date of the Primary Election to August.
