depressed rate. He is not seeing a difference in parcel to parcel to parcel. We are paying
the same rate. The fact that it's on Highway #10 has something to do with the value. He
talked about how big a hit he will be taking on his property and he cannot believe
Highway #10 property is not taking a hit at all.
Councilmember Dehen stated that in 2010, the assessed value is $597,000 and we are
$300,000 over that — he stated he couldn't figure out how that works. It's much higher
than we were expecting.
Ms. Ruehle stated that years ago, she sold residential real estate and the assessments were
always under the appraisal amounts; here there are no good comparables.
Councilmember Dehen asked why the property owner can't be asked if he will take
$300,000 less.
Mr. Hoganson stated that the county assessment is a mass appraisal. They do not zoom
in and find good comparable sales. He reiterated he is an independent appraiser. He
works up the numbers without asking questions of the property owner or the county
assessor, as he did not want to be influenced by someone else.
Councilmember Dehen felt that would be a factor in the numbers — not a decisive.
Ms. Ruehle stated that these assessed values have no bearing on this, unless the City has a
policy that says we will not pay more than the assessed value. She added that it is not fair
to change on a property that is in the works.
City Attorney Goodrich asked Mr. Hoganson if he could get some comps of sales that
happened in late 2009 to which Mr. Hoganson replied he would.
Mr. Goodrich added that the appraiser has to follow a uniform standard and using county
assessor numbers is not a comparable.
Councilmember Look stated that he is still concerned that 14 acres on 610 — closer to the
City so more accessibility — sold for less. He stated that's why Ms. Ruehle and the
appraisers were called to this meeting — to explain how this happens. He added that we
are not going back on anything we have done.
Deputy City Administrator Nelson stated that the property along 610 was industrial and it
was planned to have a trucking company there — that's totally different. Access to 610 is
not the same as what the ICO property has — the access and visibility to Highway #10.
Director of Public Works Olson commented that the City just spent $2.5 million on 18
acres — the Bury & Carlson property.
City Council Work Session — March 2, 2010
Page 3 of11
