Nelson <br />City Attorney Bill Goodrich <br />Public Works Director Brian Olson <br />Parks Supervisor Mark Riverblood <br />IT Manager Dean Busch <br />Management Intern Jessica Hendricks <br />CALL TO ORDER <br />Mayor Ramsey called the City Council Work Session to order at 5:30 p.m. <br />COUNCIL TOPICS FOR DISCUSSION <br />1) Consider an Ordinance to be approved by the Voters Repealing the City Manager <br />form of City Government <br />City Attorney Goodrich reviewed his report. He explained that the current City Charter is <br />scheduled to change effective January 1, 2011, to go from a City Administrator form of <br />government to a City Manager form of government. He stated that, based on his research, the <br />original recommendation from the Charter Commission had an effective date of January 1, 2008 <br />but the City Council did not approve that effective date and approved an amended version with <br />an effective date of January 1, 2011, which the Charter Commission subsequently approved. He <br />indicated the ordinance was published and it was determined at that time that both the <br />constituency of the Charter Commission and the City Council was usurped and if nothing further <br />is done, the ordinance will be effective January 1, 2011. He further explained if the proposed <br />new ordinance is passed by a majority vote of the City Council, and after the Charter <br />Commission reviews the ordinance, it can be presented to the voters on the November 2, 2010 <br />general election ballot.
