He <br />talked about how big a hit he will be taking on his property and he cannot believe <br />Highway # 1 0 property is not taking a hit at all. <br /> <br />Councilmember Dehen stated that in 2010, the assessed value is $597,000 and we are <br />$300,000 over that - he stated he couldn't figure out how that works. It's much higher <br />than we were expecting. <br /> <br />Ms. Ruehle stated that years ago, she sold residential real estate and the assessments were <br />always under the appraisal amounts; here there are no good comparables. <br /> <br />Councilmember Dehen asked why the property owner. can't be asked if he will take <br />$300,000 less. <br /> <br />Mr. Hokanson stated that the county assessment is a mass appraisal. They do not zoom <br />in and find good comparable sales. He reiterated he is an independent appraiser. He <br />works up the numbers without asking questions of the property owner or the county <br />assessor, as he did not want to be influenced by someone else. <br /> <br />Councilmember Dehen felt that would be a factor in the numbers - not a decisive. <br /> <br />Ms. Ruehle stated that these assessed values have no bearing on this, unless the City has a <br />policy that says we will not pay more than the assessed value. She added that it is not fair <br />to change on a property that is in the works. <br /> <br />City Attorney Goodrich asked Mr. Hokanson if he could get some comps of sales that <br />happened in late 2009 to which Mr. Hokanson replied he would. <br /> <br />Mr. Goodrich added that the appraiser has to follow a uniform standard and using county <br />assessor numbers is not a comparable. . <br /> <br />Councilmember Look stated that he is still concerned that 14 acres on 610 - closer to the <br />City so more accessibility - sold for less. He stated that's why Ms. Ruehle and the <br />appraisers were called to this meeting - to explain how this happens. He added that we <br />are not going back on anything we have done. <br /> <br />Deputy City Administrator Nelson stated that the property along 610 was industrial and it <br />was planned to have a trucking company there - that's totally different. Access to 610 is <br />not the same as what the ICO property has -the access and visibility to Highway #10. <br /> <br />Director of Public Works Olson commented that the City just spent $2.5 million on 18 <br />acres - the Bury & Carlson property. <br /> <br />City Council Work Session - March 2, 2010 <br />Page 3 of 11 <br />
