e 11/18/87 Page 2 <br />REPORT OF OFFICERS <br />None. <br />CONSIDERATION OF COMMUNICATIONS <br />Mr. Raatikka was in receipt of a newsletter from the Minnesota <br />Association of watershed Districts informing of their annual meeting <br />to be held December 4 and 5, 1987, in Moorhead, Minnesota. No one <br />present would be attending. <br />Dean Skallman, Engineering Consultant, reported receiving approved <br />permits #88 -6089 and #88 -6079, to be placed on file. - <br />OLD BUSINESS <br />1. water Management Plan: Introduction and Hydrologic System. <br />Mr. Raatikka provided copies of a summary on Ramsey's airport for <br />the engineer's review and consideration for the plan. Mr. weaver ques- <br />tioned how that area of Ramsey will be handling surface drainage. <br />Mr. Raatikka replied that it will tie into the future storm sewer of the <br />city. Should there be direct runoff, he felt it would go through a pond - <br />ing system. However, the ultimate outcome of Ramsey's recently passed <br />zoning ordinance pertaining to this issue is still uncertain. <br />While discussing the Metropolitan Systems, Rum River Regional Park, <br />Mr. Skallman stated that he feels he will have to expand it somewhat. <br />The Commission had no objections or further comments on this portion <br />of the plan. <br />Discussion continued centering on the Hydrologic System portion of <br />the plan. Mr. Skallman provided copies of maps, noting that they are not <br />final. There were -also found to be errors on the map's key. Mr. Mathisen <br />pointed out that in Coon Rapids in the area of Highway 10 and Round Lake <br />Blvd. where there is ammunition storage, the maps show it as open spaces. <br />It should be zoned something else. Mr. Skallman stated that accuracy <br />isn't all important here, in that should someone wish to build within a <br />certain area, the developer will go to the city using their available <br />maps. He added that the purpose of the ',dater Management Plan is to show <br />where the cities are at and where they will go. <br />Mr. Raatikka pointed out that there are some questionable areas on <br />the map in reference to the City of Ramsey also. Here also the map key <br />is wrong. Mr. Mathisen stated that they should be consistent. Mr. weaver <br />suggested Mr. Skallman review this section and come back with suggestions <br />and changes, pointing out that with the scale so small the inaccuracies <br />are greater. :fir. Skallman stated that it will be impossible to get the <br />maps exactly right. Mr. Weaver added that it needs to be clearly stated <br />that this is merely advisory information providing an overview, not for <br />providing specifics. Other sources would be more accurate. Mr. Raatikka <br />concurred that this be stated within the text. <br />
