LOWER RUM RIVER WATERSHED MANAGEMENT ORGANIZATION <br />ANDOVER - ANOKA - COON RAPIDS - RAMSEY <br />2015 First Avenue • Anoka, MN 55303 <br />July 6, 1994 <br />Mr. Bob Hutchinson <br />Director of Environmental Services <br />Anoka County Human Services Division <br />Government Center <br />2100 3rd Avenue, Room 360 <br />Anoka, MN 55303 -2264 <br />Dear Mr. Hutchinson: <br />The purpose of this correspondence is to formally request the assistance of Anoka County <br />with application to the Board of Water and Soil Resources for a 1994 Local Water Planning <br />Challenge Grant Program on behalf of Lower Rum River Watershed Management Organization <br />( LRRWMO). The total grant amount will be $5,200. I have enclosed the portion of the most <br />recent LRRWMO meeting minutes which authorized Barr Engineering Company to pursue the <br />grant application on behalf of the LRRWMO. The purpose of the grant application is to <br />implement portions of the February 1991, Final Water Management Plan for LRRWMO. The <br />LRRWMO Final Water Management Plan outlined nine goals for the organization. The pursuit <br />of the grant application assists in satisfying three of these goals. They are as follows: <br />Goal #1. Plan for future development and growth so as to minimiz problems with <br />water and related land resources and to optimize the quality of living for <br />residents in the watershed. <br />Goal #6. Preserve wildlife habitat areas of significant value. <br />Goal #9. Maintain a current inventory of water resources and water quality data. <br />The work tasks which will be funded by the grant monies will include the following: <br />PHASE 1: DATA COLLECTION <br />la) Land and Water Resources Inventory <br />lb) Contact Regulatory Agencies for Goals and Policies <br />PHASE 2: DATA ASSESSMENT <br />2a) Assess Data Against Environmental Standards to Determine Whether There <br />are Apparent Problems <br />2b) Review Regulatory Goals and Policies and Prepare Draft LRRWMO Goals <br />and Policies <br />PHASE 3: BOARD REVIEW OF DATA ASSESSMENT AND DRAFT LRRWMO <br />POLICIES <br />
