LAND MITIGATION REVIEW COMMITTEE MINUTES <br />DECEMBER 10, 1993 MEETING <br />The Land Mitigation Review Committee meeting was held on Friday, December 10, 1993, at 9:00 ; <br />in Master Conference Room, Room 772, Government Center. <br />Persons Present: Committee Members - Commissioner Burman, Chair, Commissioner Berg.' <br />Others Present - Gene Rafferty, Land Commissioner, Pam McCabe, As§ Bt, <br />County Attorney; Marina McManus, Director of Community Heatt)i -r <br />Environmental Services.' <br />The minutes of the November 16, 1993, meeting were approved. s2 <br />The following agenda item was referred to Committee for review by the Human Services CommnPS <br />Review a proposed Joint Powers Agreement between Anoka: County and the Anoka Con: <br />District transferring the County's authority to apply for and administer matching gra <br />available from the Bureau of Water and Soil Resources (BWSR) under the Welland Con: <br />Act of 1991 as amended in 1993 and any authority the County may have to execute 1 <br />BWSR Grant Application, and the 1994 BWSR Grant Agreement for the Natural Resourc <br />Grant Program for funding available within Anoka County under the BWSR allocation foi <br />the BWSR Wetland Conservation Grant Act, and the DNR Shoreland Grant in accorda <br />the terms of the Joint Powers Agreement entered into tJy the County and the Anoka Cons <br />District for this purpose - See attached background sheet, Resolution Transferring Au <br />Apply for and Administer BWSR Natural Resources Block Grant, Joint Powers Agreemen <br />Natural Resources Block Grants Breakdown, and Article 11 of Chapter 354 of the 1991 <br />Laws, the Welland Conservation Act. <br />In explaining the proposal, Pam McCabe indicated she had consulted with the BWSR <br />Attorney General's office about the proposed transfer of whatever authority the Count <br />apply for the Block Grant under the Wetland Conservation Act to the Anoka Conservatia <br />by resolution and joint powers agreement They had no objections to the plan. <br />Pam McCabe said the Conservation District intends to get the matching funds from i <br />governmental units located in the County. <br />Marina McManus reported the Anoka Conservation District Board at theirrneeting of Do-cc <br />1993, had given their approval to what is being proposed by the County. <br />Motion by Commissioner Berg, seconded by Commissioner Burman, to recommend to the <br />Board the proposed resolution transferring any County authority to apply for and adm <br />BWSR Natural Resources Stock Grant to the Anoka Conservation District and rea <br />executing the proposed Joint Powers Agreement to accomplish the transfer to the <br />Conservation District and refer the matter to the Human Services Committee. <br />Motion carried.
