LOWER RUM RIVER WATERSHED MANAGEMENT ORGANIZATION <br />MARCH 20, 1991 <br />CALL TO ORDER <br />Chairman Jim Schrantz called the meeting to order at 8:37 <br />a.m. in the Canmittee Room of Anoka City Hall. <br />ROLL CALL <br />Members present were Jim Schrantz, Scott Erickson, and John <br />Weaver. Steve Jankowski was absent. <br />Also present were Ray Schultz, City of Anoka alternate and <br />Curtis Pearson, LRRWMO attorney. <br />CONSIDERATION OF THE MINUTES <br />Motion was made by Weaver, seconded by Erickson, to APPROVE <br />THE JANUARY 23, FEBRUARY 20, AND FEBRUARY 27, 1991, MEETING <br />MINUTES AS PRINTED. <br />4 ayes - 0 nayes. Motion carried. <br />TREASURER'S REPORT <br />Erickson provided a proposed budget for 1991 of $12,000: <br />$8,500.00 from assessments to member cities, and $3,500.00 <br />from carry over. The engineering portion of the budget was <br />shown as $6,100.00, and the miscellaneous total was <br />$5,900.00. <br />Much discussion ensued. Weaver expressed concern that this <br />board make every effort to work toward a balanced budget and <br />not draw down our reserves for 1992. Erickson concurred. <br />Schrantz queried Pearson about the possibility of member <br />cities establishing a utility taxing district. <br />Upon further discussion of the proposed 1991 budget, it was <br />determined much of the future engineering costs should be <br />picked up by the developers by way of the permit review <br />process. Erickson reported the Six Cities Watershed organi- <br />zation delegates its municipalities to look at the smaller <br />permits and respond to the watershed board rather than <br />incurring an additional expense from the consulting engineer. <br />Pearson noted in the past the LRRWMO has discussed the need <br />for insuring this WMO and its members against liability <br />claims, etc. Most of the LRRWMO members are insured by the <br />League of Cities through the member cities.
