EXHIBIT A <br />What are deadlines relevant to the levy? <br />To implement a water planning levy payable 1991, a county must <br />adopt a proposed levy by September 1, 1990 that includes the <br />special levy for water plan implementation. As stated in the first <br />. I -- - a �..a lr,rally adonted <br />"on or before five working days after December 20th ". The B WSR <br />Will process water plan implementation base gra nts after <br />notification is received from the Department of Revenue that a <br />county has certified their final levy which includes the special <br />water plan levy. Given the schedule for certifying final levies <br />and the anticipated effective date of the BWSR rule, base and <br />challenge grants will likely be issued during the first quarter of <br />1991. <br />What is the role of the Department of Revenue in this process? <br />Assist counties in the completion of Form 280 and notify BWSR of <br />the counties who certify the special water plan levy. <br />What is the role of the Board of Water and soil Resources? <br />Approve local comprehensive water plans, obtain information from <br />local officials regarding the cost of local plan implementation, <br />process base and challenge grants. <br />Who can county officials contact for more information? <br />A BWSR staff member or local persons involved with local water <br />planning efforts. <br />
