LRRWMO Meeting Minutes <br />Jan. 17, 1990 <br />Page 3 <br />Councils to discuss proposed guidelines and standards for <br />water quality regulations. <br />3 ayes - 0 nayes. Motion carried. <br />Both Attorney Pearson and Engineering Consultant Skallman <br />were requested to be present. <br />Members agreed to set a Jan. 31, 1990, special work session <br />prior to this joint meeting in order to establish the agenda <br />and prepare informational packet materials to be sent out. <br />This meeting shall be held at 8:30 a.m. in Council Chambers, <br />Anoka City Hall. Both Pearson and Skallman were asked to <br />attend this work session also. <br />The Dec. 8 draft guidelines on Water Quality Management were <br />reviewed with the following changes and /or comments made: <br />Page 1 - Class I bodies of water shall include the Rum <br />River, Mississippi River, Round Lake, and Sunfish Lake. <br />Page 2 - Class II bodies of water shall include Lake Itasca, <br />Ward Lake, Rogers Lake, 114P (water body), Trout Brook, Ford <br />Brook, and Cedar Creek. Class III bodies of water will <br />include everything else. <br />Page 3 - Weaver queried how a new or redevelopment project <br />with limited expansion would address the sedimentation <br />requirements. Skallman responded that this would be handled <br />through grid chambers and would have to be maintained. <br />Page 4 - #2(b) shall read, "Control man induced stream bank <br />erosion and streambed degradation." Members concurred that <br />language stating that the natural meanderings of streams not <br />be modified was of great concern to many Rum River residents <br />and that such modifications could be allowed through the <br />normal permitting process. <br />#3(b) - shall read, "Include grit chambers or equivalent <br />structures in all new systems and redevelopment." <br />Page 7 - Members and Skallman agreed to delete the first <br />complete sentence on the top of page 7: "An on -site deten- <br />tion basin...quality treatment facility." It was felt that <br />this statement was not only repetitious but excessively re- <br />strictive. <br />Because several members had to leave, it was agreed that <br />further review of these draft guidelines be continued at the <br />Jan. 31 work session, starting on page 8. Skallman was <br />directed to wait until all comments were received before <br />making final revisions. <br />
