LRRWMO Meeting Minutes <br />May 22, 1991 <br />Page 8 <br />Weaver indicated he would be comfortable with this procedure <br />knowing Anoka County will also be monitoring it. <br />Jankowski reported he has already reviewed the pipeline <br />project proposal and made no mention of the erosion control <br />methods. Therefore, if this board does have an expressed <br />concern in this area, Waste Management should be required to <br />submit erosion control plans for the pipeline. Schrantz <br />concured. <br />MOTION AMENDMENT: Schrantz and Jankowski concurred the <br />motion shall be amended to add THE EROSION CONTROL PLAN FOR <br />THE PIPELINE SHALL BE SUBMITTED FOR LOWER RUM RIVER WATERSHED <br />MANAGEMENT ORGANIZATION REVIEW AND APPROVAL. WASTE <br />MANAGEMENT SHALL BE REQUIRED TO APPLY-TO THE CITY OF RAMSEY <br />FOR A LOWER RUM RIVER WATERSHED MANAGEMENT ORGANIZATION <br />PERMIT APPLICATION AND SUBMIT A DEPOSIT OF $500.00. <br />Upon explanation of having the application submitted for <br />LRRWMO review rather than the City of Ramsey, Jankowski noted <br />the LRRWMO is just getting off the ground with permit appli- <br />cations, and he would like to get our consulting engineer's <br />opinion and observe the procedure. <br />VOTE: 3 ayes - 0 nayes. Motion carried. <br />Mr. Xollodge indicated the construction time line is to begin <br />in one to two weeks, with pipeline installation to take place <br />in two to three weeks. Schrantz stated this board requests <br />construction plans be submitted to our consulting engineer. <br />Mr. Weaver indicated they want to meet regulations, but query <br />the need for the extensive review of the control measures. <br />Skallman explained past experiences have proven it is indeed <br />necessary to see the actual plans. There is potential for <br />impact. However, he indicated he does not anticipate any <br />problems. <br />The Recording Secretary was directed to send a letter to the <br />DNR and PCA requesting an annual wetland and Sunfish Lake <br />update and a water quality report in relation to the wells. <br />CONSIDERATION OF COMMUNICATIONS <br />Members also noted April 30, 1991, correspondence from Curt <br />Pearson referencing 1) his billing statements and 2) a copy <br />of a letter Mr. Pearson sent to auditors Fields, Hokanson & <br />Company, Ltd. for their audit reference. <br />
