LRRWMO Meeting Minutes <br />April 17, 1991 <br />Page 7 <br />Waste Management should be required to proceed with our <br />permitting process as established. <br />Weaver indicated the temporary bridge over the Mississippi <br />River will require a similar review. He felt this board <br />would be derelict in its responsibilities if we did not <br />require both projects to follow our existing permitting <br />process. He felt it imperative that this board knows how <br />they plan to treat the material that will be dropping into <br />the river from the bridge, and the Minnesota Department of <br />Transportation (MnDOT) should also follow the permitting <br />.process. <br />Jankowski stated the MPCA will put conditions on the protec- <br />tion of the river during construction. He queried whether <br />the LRRWMO should also review that same process. Weaver, <br />Schrantz, and Erickson all indicated yes, we should have that <br />review, pointing out that is why we are here. Schrantz added <br />we do not want to take over the process, but we need to know <br />what is going on. He stated we have the ability to accept <br />the process established by the MPCA, but we have to review <br />what they are doing. <br />Ms. Rudolph advised this board has the ability to require <br />studies be done at the cost of Waste Management. <br />Motion was made by Weaver, seconded by Erickson, to NOTIFY <br />THE CITY OF RAMSEY, THE MINNESOTA POLLUTION CONTROL AGENCY, <br />THE MINNESOTA DEPARTMENT OF NATURAL RESOURCES, AND THE <br />MINNESOTA DEPARTMENT OF TRANSPORTATION (MN DOT FOR <br />MISSISSIPPI RIVER BRIDGE MATTERS ONLY) THAT IN THE PROJECTS <br />INVOLVING THE WASTE MANAGEMENT AERATION PROJECT AND THE <br />MISSISSIPPI RIVER BRIDGE, THE LOWER RUM RIVER WATERSHED <br />MANAGEMENT ORGANIZATION ( LRRWMO) WILL REQUIRE AN LRRWMO <br />PERMIT FOR THOSE TWO PROJECTS. <br />Jankowski queried what level of review the LRRWMO will wish <br />to exert over this Waste Management Project. What do we <br />expect them to submit? The City of Ramsey is allowing them <br />to discharge into the thirty- six -inch city storm sewer going <br />down to the river. Waste Management is constructing a pipe <br />to the city's storm sewer. <br />Erickson felt it important, especially during the construc- <br />tion period, to see what type of erosion control is being <br />used. Schrantz indicated point source information should <br />also be provided. <br />When Jankowski stated the LRRWMO would not necessarily have <br />to be as completely involved unless a wetland is affected, <br />
