legislation that established the Heritage Commission requires them to coordinate with the <br />MRCC. Mr. Castleberry will suggest that the Heritage Commission conduct a meeting in the <br />St. Paul area to provide opportunities for information exchange and interactions between the <br />two groups. <br />Superintendent Reigle presented an-update of upcoming orientation /information activities that <br />had been suggested at previous meetings. MNRRA staff has been working to schedule a <br />canoe trip on the upper river (from Dayton to the 1 -694 bridge) and a boat trip on the <br />remainder of the river (from 1 -694 to Hastings). Because of the busy summer recreation <br />season, these activities will have to occur on a weekday. The Superintendent asked the <br />Commission to choose preferred dates for both trips from a pair of dates that had been <br />developed with the respective_concessioners. <br />It was decided that the canoe trip will occur on Monday, June 24. Participants will meet at <br />the Anoka County Riverfront Regional Park at about 7:30 in the morning and be bussed to the <br />mouth of the Crow River where the trip will begin. The float back to the cars should take <br />most of the day. Commissioners will be sent an RSVP form in the near future. It is important <br />that these are returned by the date indicated on the card so that canoes can be reserved. <br />More detailed trip information will be mailed before the trip. <br />The Commission then elected Monday, July 15 as the preferred date for the trip aboard the <br />excursion boat. The shallow -draft boat will load participants at a point near the 1 -694 bridge <br />and travel downriver to Hastings. A bus will then bring participants back to their cars. More <br />details on this trip will also be mailed before the trip. <br />Commissioner Lambert reminded the NPS team that he had requested a report that <br />summarized the definition for terms used in the planning process. Ms. Harris noted that this <br />had also been identified as a planning task in the workshop report, and that definitions would <br />be developed and provided to all involved parties. Mr. Lambert requested that the definitions <br />be as comprehensive as possible. <br />Public Statements <br />Mr. Dennis Walter addressed the Commission on behalf of Citizens for Appropriate River <br />Environs (CARE). This group is concerned about the impacts that expansion of railroad <br />facilities in South St. Paul could have on the community. Among the concerns listed were <br />possible increases in runoff to the river, toxic spills, groundwater contamination, noise <br />pollution, and increases in, particulate levels from diesel engines. Mr. Walter noted that the <br />expansion could influence aspects of the eventual MNRRA plan. He asked the Commission <br />to monitor the situation and to consider the forthcoming Environmental Worksheet. <br />Commissioner Dimond suggested that South St. Paul may want to work with the City of St. <br />Paul on this matter, as the expansion could affect both cities. Mr. Dimond volunteered his <br />assistance in coordination between the cities. <br />A written summary of Mr. Walter's comments will be sent to the Commission. <br />
