LRRWMO Joint Meeting Minutes <br />APRIL 11 <br />Page 4 <br />sideration must be recognized when local plans are written. <br />Skallman indicated the cities will be responsible for much of <br />the maintenance. <br />Skallman addressed the permitting procedure. He reported the <br />LRRWMO does not want to maintain staff to review the develop- <br />ment projects, and has decided the individual city staffs <br />could take care of the inspections at a lesser cost. <br />However, the board does want to receive reports on the <br />projects. Skallman was of the opinion this procedure should <br />work if all cities work with the LRRWMO. <br />QUESTION AND ANSWER PERIOD <br />Orttel requested an explanation of what he heard Pearson to <br />say that the law has changed recently whereby the LRRWMO now <br />dictates to the cities what is going on. Pearson indicated <br />the cities have a voice on the LRRWMO through the appointment <br />of its representative. However, once this person is <br />appointed, the city can not rescind that appointment without <br />good reason. Pearson stated the LRRWMO is in charge of the <br />water in this watershed. <br />Orttel stated it was the cities' fear of creating another <br />level of government which lead them to create the WMO rather <br />than a watershed, which has different abilities. Orttel <br />feared the cities will lose control. Pearson indicated the <br />cities will have control, but the LRRTgMO has the <br />responsibility through State legislation to tell the cities <br />what to do. If they do not get things done, a higher <br />authority will see that it gets done. Pearson stated State <br />legislation is telling all communities to be responsible and <br />to work diligently to try to maintain control. <br />The Water Management Plan approval procedure was discussed, <br />which included the numerous agencies involved from the <br />cities, to the County, and on through the many State <br />agencies. Pearson stated near the end of the approval <br />process, the LRRTNMO was dictated by the Department of Natural <br />Resources and the Board of Water and Soil Resources what had <br />to be in the plan, or they would not approve it. Pearson <br />warned those present that the future recommendations made by <br />the 509 Task Force could result in some real dramatic <br />changes. <br />Mann noted this LRRWMO, which the cities were told to create, <br />is just another State mandate for which no funds were <br />provided for its operation. He predicted this operation to <br />soon be quite involved. <br />
