LRRWMO Meeting Minutes <br />September 17, 1992 <br />Page 3 <br />system as well as the holding pond, stating that the pipe <br />extends to Cutters Lane; it will have to be extended further. <br />Weaver queried whose responsibility it will be to keep the <br />holding pond clean. Schultz confirmed that it is the City of <br />Anoka's holding pond, and the city will have to take care of <br />it. The pond's size is sufficient to handle the capacity <br />resulting from this project. Schultz also confirmed that the <br />pipe leading directly into the river is sufficient in size; <br />no erosion problems are expected. <br />Schultz noted that aside from LRRWMO concerns, there are <br />other engineering problems relating to this project which <br />needs to be worked out with the applicant. <br />Jankowski concluded that it does not seem as though the <br />developer will have to do much of anything. After the <br />vegetation is established, they will just have to check the <br />pond to determine capacity. Jankowski suggested perhaps the <br />City of Anoka will want to assume responsibility after <br />construction. The Mississippi River seems to be protected. <br />Mr. Kornovich indicated they plan to put up a siltation fence <br />during construction. Mr. Bachman confirmed they will check <br />the size of the pond after construction and will see that any <br />construction related debris is removed. <br />Motion was made by Weaver, seconded by Jankowski, to APPROVE <br />LRRWMO APPLICATION #92 -05 WITH THE PROVISO THAT THE DEVELOPER <br />BE REQUIRED, AS NEEDED, TO CLEAN THE POND TO ADEQUATELY <br />PROVIDE THE CAPACITY NEEDED FOR THE PROJECT. <br />3 ayes - 0 nayes. Motion carried. <br />CONSIDERATION OF COMMUNICATIONS <br />This agenda item was also brought forward to accommodate <br />those present. <br />DNR Concerns With Two Unauthorized Ramsey Projects <br />Cathy Brehm, Conservation Officers, DNR, indicated that <br />yesterday she met with representatives of the Minnesota Board <br />of Water and Soil Resources (BWSR), the Anoka County Soil and <br />Water Conservation District (SWCD), the DNR Waters Division, <br />and the Coon Creek Watershed in an effort to work out how to <br />specifically address issues relating to the 1991 wetland <br />Conservation Act. She indicated those agencies of authority <br />need to know what one person they should contact when illegal <br />activities relating to wetlands have been discovered. <br />
