CASE #~ <br />SUMMARY FOR 2009-2010 SNOW REMOVAL SEASON <br />By: Grant Riemer, PW Streets Supervisor <br />Background: <br />This case is meant to be a brief review of the 2009-2010 snow removal season. This snow <br />removal season started on October 17th with a sanding request from the police department and <br />concluded on February 15th with clearing and salting on collector streets. The first full scale <br />plowing operation was on December 9th. In total the season consisted of 8 major plowing events <br />and 20 minor events. Major events consist of calling in a full crew, plus contractors. Minor <br />events normally consist of sanding intersections, plowing/sanding main routes, drift control, <br />etc.... <br />The season's largest snow storm was over the Christmas holiday. This was a 2 day snow event <br />that consisted of 8-10 inches of wet snow and freezing rain. After the storm passed temperatures <br />dropped below 0 for several days making clean up very difficult. Walking trails and sidewalks <br />were our biggest challenge. With the snow banks turning to ice our trail clearing equipment took <br />a beating to say the least. We eventually had to use our front end loader and backhoe to break <br />holes in the snow banks, so the smaller equipment could get in and clear the trails. Our normal <br />time line to clear trails and sidewalks is 2-3 days. After this storm it took almost 2 weeks to <br />complete the task. With every passing season the demand on staff and equipment to clear trails <br />and sidewalks increases. During the budget process in the coming months staff will be looking <br />at several options to possibly address this demand. Some ideas for consideration would be: <br />1. Continue with current practice. <br />2. Pull staff from the cul-de-sac routes to help on trails and use contract help or part-time <br />staff to fill the void <br />3. Require residents to clear their portion of the sidewalk and have staff concentrate their <br />efforts on the trail system. <br />This year we contracted out two of our seven cul-de-sac routes to Kevin Maloney Excavating <br />Inc.
