CASE # <br />UPDATE OF IP 09-24 DYSPROSIUM STREET FEASIBILITY STUDY <br />By: Steven Jankowski, Assistant City Engineer <br />Background: <br />A public hearing was held on this project on March 9, 2010. The City Council directed several <br />modifications to the feasibility study as a result of the testimony presented. Attached to this case <br />is a copy of the revised feasibility study. The changes within this revised study have been bolded <br />and italicized for easy identification. The issues addressed in these revisions are as follows: <br />Shared Driveways -Currently, 5 common driveways serve 10 single family lots on the west side <br />of Dysprosium between 142°d Circle and 143`d Avenue. A number of these property owners <br />spoke in favor of having their own separate driveways to their individual garages. Staff proposes <br />that these property owners be contacted and given the option of having individual driveways <br />installed to their property upon the condition that both property owners of the common driveway <br />agree to being assessed the additional cost of driveway reconstruction beyond the sidewalk. <br />Determination of Assessment -One property owner cited the fact that because his particular lot <br />has a significantly wider frontage than his rear lot width, he is paying a substantially higher <br />assessment for a similar area on a neighboring parcel. Staff recommends that the assessment <br />policy be modified to address such inequities. It is proposed that on single frontage parcels where <br />the rear property line exceeds the front property width by more than 25%, the assessable frontage <br />shall be determined by using the average lot width. Adoption of this assessment modification <br />would apply to two properties associated with this project reducing the cost to each by $530. <br />This would be offset by the contribution by the City and would not impact the other proposed <br />assessments. <br />Recommendation: <br />Staff recommends: <br />1.
