CASE: <br />CONSIDER OVERNIGHT PARKING IN PARKING RAMP POLICY <br />By: Police Chief Jim Way and Steven Jankowski, Assistant City Engineer <br />Background: <br />The Police Department has received requests to allow overnight parking in the RTC parking <br />ramp. Allowing overnight parking would be a benefit to residents who may be taking the <br />Ramsey Star Express as a connection to the airport for an overnight trip. On the other hand there <br />are a number of concerns that overnight parking would present; such as liability for damage, <br />increased difficulty for snow removal, and reduced capacity for short term parking as the <br />Ramsey Town Center develops. <br />Presently there is a large amount of unused capacity in the ramp. The concerns outlined above <br />could be addressed through the creation of a policy. For example, overnight parking might be <br />limited to certain areas of the ramp least likely to accumulate large amounts of snow. The policy <br />could require a permit from the police department in which the applicant would hold the City <br />harmless for damages associated with parking. The permit would also provide emergency <br />contact information. <br />If it is determined that overnight parking will be permitted a number of issues might be <br />considered in the development of a policy including the following: <br />Shall the number of spaces be limited? <br />Shall there be a permit required for overnight parking? If so, will there be a charge? <br />What should them maximum length of time be for overnight parking? <br />The purpose of the case tonight is to gather input from the Committee so that staff can prepare a <br />policy utilizing that information. <br />Action: <br />Based upon discussion: <br />Reviewed By: <br />Director of Public Works/Principal City Engineer <br />City Engineer <br />City Administrator <br />Street Supervisor <br />PW: 04/20/10 <br />
