CASE# <br />CONSIDER CITY INVOLVMENT IN MAINTENANCE <br />ST. FRANCIS BLVD. SERVICE ROAD <br />By: Grant Riemer, Public Works Street Supervisor <br />Background <br />The purpose of this case is to look at the option of the City taking a more active role in the <br />maintenance of the St. Francis Blvd. service road. This service road runs from Landmark Bank <br />on the north end to the Super America gas station on the south end. This road serves as an <br />access point to multiple businesses on Hwy 47, including the old Ramsey Town Hall. The local <br />business owners/managers were contacted and invited to this meeting, to gauge if there is <br />sufficient interest in moving forward with this proposal. <br />The road is actually broke into two sections. The segment behind the Ramsey Town Hall is <br />approximately 550' long by 24' wide with B6 x 18 style curb. The other section of road behind <br />Ramsey Towne Square is approximately 840' long by 26' feet wide with various styles of curb. <br />There are two drainage areas on the service road. The one by Landmark Bank is a curb cut with <br />a drainage Swale. The other behind Ramsey Towne Square consists of a catch basin connected <br />to a small retention pond. <br />Staff has made the following observations about the road. The road surface is basically in good <br />condition. Staff would estimate 1 ton of asphalt to take care of existing problems. Staff would <br />also recommend seal coating the road surface in the near future. The drainage systems are in <br />fair shape with minor grading and patching needed to solve the water flow problems. <br />Snowplowing could be accomplished with a pick up under most conditions with a large truck <br />completing the salting. <br />The biggest maintenance problem would be the illegal dumping that occurs. Public Works <br />receives calls to pick up electronics, building materials, furniture, waste oil, yard waste, etc.... <br />Signage posted along the road informing people of littering fines may help with this. Also <br />cleaning up the western ROW of brush would make the area give the road a more "maintained" <br />look and hopefully discourage illegal dumping. <br />An estimation of maintenance activities and costs are as follows: <br />Patching- $130.00/hour -plus material ($65.00-$70.00/ ton 2010 pricing) <br />Annual cost-$400.00 <br />Street sweeping- $140.00/hour (normally done spring and fall) <br />Annual cost-$280.00 <br />Storm water maintenance- $65.00-$195.00/hour depending on equipment needed <br />Annual cost-$200.00 <br />
