Further Discussion: Councilmember Elvig stated that right now the motion was defeated and he <br />did not know if the County would want to come back in the future to proceed with the process. <br />Councilmember McGlone asked if an independent consultant said the cut-through was of benefit <br />to the County road system, would the County agree. Mr. Whittier responded the County would <br />not be opposed to this and the County would be committed to whatever the study showed. <br />However, they still had a timeline they had to deal with. Councilmember Elvig asked if <br />Councilmember Dehen would agree to move the project forward contingent upon a study being <br />completed and if the study was in the affirmative and the County agreed with the study, the <br />project moved forward. Councilmember Dehen stated he wanted the study done and he wanted <br />to vote on this once the study was completed and he had all of the information. Councilmember <br />Jeffrey stated he was in favor of the Unity Street opening. Councilmember Dehen stated if the <br />study was done and the opening was done, he was willing to withdraw his motion and restate it. <br />Motion withdrawn. <br />Motion by Councilmember Dehen, seconded by Councilmember McGlone, to move the project <br />forward contingent upon a study being completed, and if the study was in the affirmative to have <br />Unity access open, and the County agreed with the study, the project would move forward. <br />Further Discussion: Dennis Sharp stated he had property along Sunfish and Bunker Lake <br />Boulevard. He stated he had met with Mario at the County Highway Department. He stated he <br />also had a concern with the access of Sunfish, Sunfish Court, and 140x'. He stated Mario had <br />indicated he would look into it and get back to him, which he had not done. He noted there were <br />two buildings north of his building that only had one access. Otherwise, they had to go all the <br />way around the block and come back on Sunfish. He asked how they could get across Sunfish. <br />He expressed concern that they would be using the Logan property. Brian Graves, TJ Associates <br />Printing, stated 140u Court was their only access and they had several semi trucks that had to get <br />into and out of his property to load and unload. He stated if the median were extended all of the <br />way through it would make it difficult for the semi-trucks. He stated it would be very <br />inconvenient for people to get in and out of his property. He stated he would like to see 140x' <br />remain open. Mr. Whittier noted the County had services where they would assist business with <br />accesses. <br />Motion carried. Voting Yes: Councilmembers Dehen, McGlone, Elvig, and Jeffrey. Voting No: <br />Mayor Ramsey, Councilmembers Look and Wise. <br />7.03: Request for a Conditional Use Permit to Allow Motor Vehicle Repairs and <br />Motor Vehicle Sales in the H-1 Highway Business District on the Property <br />Located at 6845 Highway 10 NW; Case of Eddy's Auto & Body Repair, Inc. <br />Associate Planner Gladhill reviewed the staff report. <br />Motion by Councilmember Wise, seconded by Councilmember Jeffrey, to adopt Resolution #10- <br />03-071 adopting the Findings of Fact # 0864 relating to a request for a Conditional Use Permit to <br />allow motor vehicle repairs and motor vehicle sales on the property located at 6845 Highway 10 <br />City Council /March 23, 2010 <br />Page 6 of 13 <br />
