Soq <br />REPORT FROM PUBLIC WORKS (PARTIAL) <br />By Public Works Staff <br />Background: <br />The Public Works Committee met on Tuesday Apri120, 2010and discussed six cases. <br />Because of the time sensitivity, the case below is being presented to the Council at this time, <br />The remaining cases considered will be presented in the regularly scheduled report at the May <br />11, 2010 City Council meeting. <br />Case No 4: Update of IP 09-24 Dysprosium Street Feasibility Study <br />Background: <br />A public hearing was held on this project on March 9, 2010. As a result of the testimony <br />presented, the City Council directed several modifications to the feasibility study. Staff presented <br />proposed modifications of the feasibility study to the Public Works Committee for review. Two <br />changes proposed to be made to the project feasibility study are outlined below: <br />Shared Driveways -Currently, 5 common driveways serve 10 single family lots on the west side <br />of Dysprosium between 142"d Circle and 143`d Avenue. A number of these property owners <br />spoke in favor of having their own separate driveways to their individual garages. <br />The Committee recommended that these property owners be contacted and given the option of <br />having individual driveways installed to their property upon the condition that both property <br />owners of the common driveway must agree to being assessed the additional cost of driveway <br />reconstruction beyond the sidewalk. It was directed that both owners of each shared driveway be <br />required to submit a signed and notarized document to the City indicating their concurrence with <br />this condition. If no agreement is received by the City the shared driveway shall be <br />reconstructed. <br />Determination of Assessment -One property owner cited the fact that because his particular lot <br />has a significantly wider frontage than his rear lot width, he is paying a substantially higher <br />assessment for a similar area on a neighboring parcel. <br />The Committee recommended that the assessment policy be modified to address this inequity by <br />modifying the assessment policy such that for single frontage parcels where the rear property line <br />exceeds the front property width by more than 25%, the assessable frontage shall be determined <br />by using the average lot width. Adoption of this assessment modification would apply to three <br />properties associated with this project reducing the cost to each by $530. This would be offset by <br />an additional contribution from the City and would not impact the other proposed assessments. <br />
