Q, <br />REQUEST FOR FINAL PLAT REVIEW OF RAMSEY TOWN CENTER 14Tx <br />ADDITION AT OUTLOT FF, RAMSEY TOWN CENTER ADDITION; <br />CASE OF PSD, LLC <br />By: Tim Gladhill, Associate Planner <br />Background: <br />The City has received an application from PSD, LLC for a subdivision in Ramsey Town Center <br />to the property located on the northwest corner of Sunwood Drive and Ramsey Boulevard. The <br />Applicant is also working on a Site Plan for a medical office/clinic. <br />Notification: <br />In accordance with City Code, property owners within 700 feet of the application were notified <br />of the sketch plan proposal phase of the subdivision. <br />Observations: <br />PSD, LLC has applied for a subdivision within the Ramsey Town Center Addition to <br />accommodate a future 28,800 square foot medical office and clinic by Allina Hospitals and <br />Clinics. The Subject Property is currently 4.36 acres and is Zoned TC-3 Sub-District. Lot 1 is <br />proposed to be 3.00 acres, with the remaining 1.36 acres will remain as Outlot A at this time. <br />Both lots meet minimum lot width, frontage, and size requirements for TC-3 Sub-District. <br />The site proposes one access from Sunwood Drive. Upon development, Outlot A would also <br />share access from Sunwood Drive as well as a second access from Peridot Street. Across access <br />easement shall be required. A full access onto Sunwood Drive is acceptable based on current <br />traffic patterns; however, as traffic patterns and accident history warrants, the access may need to <br />be restricted to an right-in, right-out access. Turn lanes may need to be added on Sunwood Drive <br />due to the additional access onto Sunwood Drive. <br />Municipal Water and Sanitary Sewer services are currently stubbed to the proposed Outlot A <br />from Peridot Street. Utilities are proposed to connect to municipal services in Sunwood Drive. <br />This option provides more flexibility for development for the proposed Outlot A, but does have <br />implications to the drive surface on Sunwood Drive and traffic implications. Comments are <br />outlined in the Staff Review Letter. Finally, a drainage and utility easement along the northern <br />property line shall be required. <br />Sidewalks currently exist along Sunwood Drive and Ramsey Boulevard. The sidewalk along <br />Sunwood Drive was constructed to partial width until development occurs on the parcel. The <br />Applicant shall be required to construct an additional two (2) to four (4) feet of sidewalk width <br />along Sunwood Drive, along Lot 1. <br />
