policy for purpose of allocation of excess/deficient general fund revenues -and <br />adopt Resolution #10-04-083 establishing the transfer from the general fund to <br />the public improvement revolving fund (pir) the amount attributed to the 10% <br />unreserved/undesignatedfund balance, but which also leaves the general fund at <br />a SO% fund balance of the next years adopted operating budget plus prior year <br />encumbrances and compensated absences <br />c. Distribution of Ramsey Town Center Land Proceeds -adopt Resolution #10-04- <br />084 establishing the distribution of RTC land proceeds <br />d. Development of Long-Term Budget with Focus on Park, Road, and Trail <br />Maintenance -Consensus was to bring back to a future work session for full <br />Council discussion. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Look, Wise, Dehen, Elvig, <br />Jeffrey, and McGlone. Voting No: None. <br />6. PUBLIC HEARING <br />None. <br />7. COUNCIL BUSINESS <br />7.01:. Request for Preliminary Site Plan Review of Allina Health System Medical Office <br />and Clinic at Outlot FF, Ramsey Town Center Addition; Case of Allina Health <br />System <br />Associate Planner Gladhill reviewed the staff report. <br />Councilmember Dehen believed the City wanted to encourage density in the area and he asked <br />why this building was only one story. <br />Associate Planner Gladhill noted this would be a taller single story building. <br />Motion by Councilmember Look, seconded by Councilmember Elvig, to approve the preliminary <br />site plan contingent upon compliance with the City Staff Review Letter dated April 25, 2010, <br />and approve the conditional use permit to exceed the maximum number of parking spaces <br />allowed. <br />Further discussion: Councilmember Elvig asked what the concept was for snow removal. Pat <br />Jordana, architect, responded the concept was to put snow in the northwest corner of the parcel. <br />He noted they have had discussions with Mr. Deal as to how they could have a shared snow <br />storage in the future once his parcel had been developed. Councilmember Dehen asked if there <br />would be landscaping in the parking area. Mr. Jordana responded there would be islands that <br />would be landscaped as well as landscaping in the loop drive. He noted on the far north side of <br />the property, they would. probably also be adding some landscaping. Councilmember Jeffrey <br />asked why there was no pharmacy iri the building. Bill, Director of Construction, responded that <br />at this point it was a business decision.
