CASE # CONSIDER AWARD OF CONTRACT FOR CITY PROJECT #08-33, THE BITUMINOUS PAVING OF UTE STREET NORTH OF 179TH LANE By Steve Jankowski, Assistant City Engineer Background: On May 27, 2008 a petition was received by City Council requesting the bituminous paving of Ute Street from 179 Lane to a distance approximately 800 feet to the north (terminating at the dead ertd turn around). Following several informational meeting with the project residents and the Public Works Committee during the fall of 2008 and early 2009 the scope of the project improvements were defined. A public hearing was held on this project on April 14, 2009 and the City Council authorized the project on May 26, 2009. Right of way acquisition proceeded through the fall of 2009 and early 2010. Plans were approved and authorized for bidding by the City Council. Recall that the basic project was fora 24 foot wide roadway with a bituminous berm curb. It was directed that an alternate proposal be solicited for a concrete curb and gutter in lieu of the bituminous berm curb. Bids were received from six bidders on Tuesday April 20, 2010. Shakopee, Mn $ 150,711.51 $ 161,240.76 Dryden Excavating Anoka, Mn $ 153,885.50 $ 163,502.00 Feasibility Study Estimate $ 127,469.00 $ 142;959.00 The low bids received are within one to three percent of the construction cost estimate provided in the feasibility study. It should be noted that the lowest bid Contractor is different depending on whether the base or alternate project is selected. Staff Recommendation: Staff recommends that the City Council award a contract for City Project #08-33, Bituminous Paving of Ute Street North of 179`h Lane to Rum River Contracting, Inc. in the amount of $144,808.13 for the alternate project which includes concrete curb and gutter. The alternate project which includes concrete curb and gutter is anticipated to have a longer service life than the basic project. This fact is significant in this location which is not foreseen to have municipal utilities for an extended period of time.
