Police Chief Way responded the first year was more labor intensive and future years were only <br />updates. <br />Councilmember Look stated he was okay with a business license as long as it was voluntary. <br />Councilmember Elvig stated the City was providing a service and they wanted to make it as fast, <br />safe, and easy as possible so if the City was going to send staff out to get the information that <br />would take up a lot of staff time and resources. He stated he was in favor of the business <br />licensing. <br />Councilmember Dehen stated he was also in favor of business licensing. <br />Mayor Ramsey stated he saw both sides of this issue. He noted the City did fire inspections and <br />so staff could get the information from that inspection. He asked how the fee was calculated. He <br />believed it would take more time to input the information than what was being paid for the fee. <br />Police Chief Way responded the City wanted to make this affordable so the businesses did not <br />complain. He stated it was labor intensive, but the fee helped defray the cost. <br />Councilmember Jeffrey asked if a business registered and went through the process, was there a <br />benefit to the business for insurance rates. <br />Police Chief Way responded he did not know the answer to that question. <br />Councilmember Dehen asked how many complaints had the City received. He noted the City <br />did not charge for police or fire inspections. <br />Councilmember Elvig indicated if the City did not charge for the licensing, the businesses would <br />not do it. <br />Councilmember Wise asked if the City could have aone-time fee for staff to get the information <br />compiled, but future updates would be free. <br />City Attorney Goodrich asked if the Council agreed to a one-time licensing fee. <br />Councilmembers Look and McGlone stated they opposed licensing altogether. <br />Police Chief Way stated he did not care if the City charged for the information, but this was <br />information the Fire and Police Department needed and it was critical the Departments had this <br />information. <br />Mayor Ramsey stated he was also opposed to the licensing fee and it needed further discussion. <br />Councilmember Wise stated he wanted to look at this further also. <br />City Council Work Session /November 10, 2009 <br />Page 3 of 5 <br />
