Memo
To: Mayor and City Councilmembers
From: Jessica Hendricks, Management Intern
CC: Heidi, Nelson, Deputy City Administrator /Community Development Director
Date: 04/27/2010
Re: Helicopter Rides at Happy Days 2010
In preparation for Happy Days 2010 staff has been in contact with Complete Helicopters to
offer Helicopter Rides at the festival. Complete Helicopters, Inc has again agreed to name the
City of Ramsey as an additional insured. The policy limits are the same as last year: $100,000
for bodily injury, $100,000 for property damage, and a limit of $1,000,000 per occurrence.
Last year, our insurance agent, Mark Lenz of T.C Field & Company, recommended that the
City ask Complete Helicopters to provide insurance levels that match the tort immunity law
for Minnesota Cities. This level of $500,000 per person and $1,500,000 per occurance, is the
level at which the City of Ramsey is currently insured at. Were there to be an incident of
some sort, the City could be responsible for any costs that exceeded Complete Helicopters'
limits. This information is a recommendation and the Mayor and City Councilmembers could
accept the lower coverage.
Complete Helicopters has performed at a number of City festivals without incident. Chris
Webb, Director of Operations, provided staff with a list of festivals and cities for which they
have provided helicopter services. That list is attached for Council review.
Should Council wish, staff will prepare a resolution accepting the lower insurance levels from
Complete Helicopters for the 2010 Happy Days Festival.
Attachments: Helicopter Flight Information from Complete Helicopters, Inc from 2010 and
2009
