local businesses to our residents. If businesses do not want to be listed on the business directory,
they can be removed from the publication. The online list is updated twice per year.
One of the questions Council asked was whether or not businesses could input their own
information. As per the IT Manager, that is not feasible at this point. Permit Inspection
Management System (PIMS), the program the City currently uses, is a custom LOGIS
application and there is no module that would allow outside access to the system. The program
is for internal use only. The only way it could be done at the present time is for the business
representative to physically come into City Hall to access the program by logging in through a
City-owned computer. Staff has security concerns with that because once you are logged in, you
have access to the information sent in by all the businesses. It would also be very inconvenient
for the businesses. Staff could request LOGIS to write a type of browser based, front end
application where people could submit their information and it would be incorporated into our
system; however, if it's custom built just for Ramsey, there will be a cost. Staff could research
that further if it is something Council wants to pursue.
At this point, businesses have been notified via the City's website, the Ramsey Resident, and an
insert in utility bills, that the BRC is being discussed further and that their current certificate,
which expired on December 31, 2009, has been extended to July 1, 2010. Staff is requesting
Council direction on how to proceed with this licensing process. The City Attorney, Crime
Prevention Specialist and the City Clerk will be present at the work session and will be prepared
to answer any questions.
Attachments:
Attached for Council information is the following:
1) Topic Report presented to Council at a Work Session on November 10, 2009
2) Proposed Ordinance to Amend Chapter 7 of City Code -Licensing
3) Council Work Session Minutes dated November 10, 2009, relating to discussion of BRC
4) Key Holders Information memo from Anoka County Central Communications
Action Statement:
Based upon discussion.
Reviewed by:
City Clerk
City Attorney
Crime Prevention Specialist
Police Chief
Fire Chief .
IT Manager
City Administrator:
CCWS: 04/27/10
