<br />Councilmember Jeffrey absent <br />Councilmember Look aye <br />Councilmember McGlone aye <br />Councilmember Wise aye <br />Mayor Ramsey aye <br /> <br />Motion carried. <br />Item 7.06 moved prior to Item 7.01. <br />7.07: Adopt Resolution #10-04-XXX to Approve Amendment No. 2 to Joint Powers <br />Agreement Establishing the Northstar Corridor Development Authority <br /> <br />City Administrator Ulrich reviewed the staff report. <br /> <br />Motion by Mayor Ramsey, seconded by Councilmember McGlone, to adopt Resolution #10-04- <br />097 to approve Amendment No. 2 to Joint Powers Agreement Establishing the Northstar <br />Corridor Development Authority as amended. <br /> <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers McGlone, Dehen, Look, and <br />Wise. Absent: Councilmembers Elvig and Jeffrey. Voting No: None. <br />7.08: Review Letter re: the Property at 7167 Highway #10 NW (Old Holiday Station) <br /> <br />Deputy City Administrator Nelson reviewed the staff report. <br /> <br />Motion by Mayor Ramsey, seconded by Councilmember Dehen, to tear the building down <br /> <br />Further discussion: Councilmember Look stated he understood this building had some <br />difficulties inside with respect to mold. He indicated he has always been in favor of not tearing <br />buildings down; but in this case though he was torn. Councilmember Dehen stated this was one <br />of the buildings that were taken on the RALF program and Holiday moved across the street. He <br />stated he has been an advocate of the RALF program and taking down blighted buildings. <br />However, this was not a blighted building, but it was in the best interest to move the business <br />across the street. He stated this building had issues and he was in favor tearing it down. <br />Councilmember McGlone stated if he were to consider taking this building down it was not <br />because of the letter received from a business owner. He stated it was the City’s position to be <br />good stewards of the taxpayer’s money and the original intention was to lease the building. <br />However, in this case, renting the building has been difficult. Councilmember Wise stated he <br />was in favor of tearing the building down, but his decision had nothing to do with the letter <br />received. Mayor Ramsey stated there were a lot of vacant buildings in the City and businesses <br />were just not leasing space right now. He believed the property was starting to look blighted and <br />because it was on Highway 10, he believed it should be torn down. <br /> <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Dehen, Look, McGlone, and <br />Wise. Absent: Councilmembers Elvig and Jeffrey.
