COMMITTEE BUSINESS
Case #1: Discuss Site Line Concerns at Sapphire Street & Sunwood Drive NW
City Engineer Himmer reviewed the staff report.
Public Works Director Olson noted the property owner was present at the meeting.
Jim Deal presented a map of the road. He stated if the road was moved to the west it would help
the issue: He stated the parking in front of his building did create blind spots and his suggestion
was to restrict no parking, but leave it as a load/unload zone only. He stated he could do this
right away. He stated he has no issues with the movement of the road either.
Councilmember Dehen stated there were liability concerns and in his opinion, a
loading/unloading zone did not address the liability concerns. He asked how the
loading/unloading occurred now.
Mr. Deal responded right now deliveries were stopping in the middle of the street to load and
unload. If the parking was restricted, it would allow the delivery vehicles to park where the cars
were parking now.
Public Works Director Olson recommended loading and unloading from the corner of the
building with the rest a no parking zone. He noted the City was encouraging this as a downtown
area with street parking to encourage people to slow down.
Mr. Deal recommended trying the suggestion and he how it worked and it might need to be
adjusted in the future. He stated they would like to stripe the pavement as loading/unloading
only.
Public Works Supervisor Reimer responded striping the pavement would not be an issue.
Case #2: Discuss Concerns Regarding Access to 16261 St. Francis Boulevard Access
City Engineer Himmer reviewed the staff report.
Councilmember Dehen expressed concern that it was legally possible to do what was being
proposed.
Councilmember McGlone stated signage might be a good option.
It was the Committees consensus to check with MnDOT to see if signage could be put in.
Motion by Chairperson Elvig, seconded by Councilmember McGlone, to recommend that the
City Council check with MnDOT to see if signage could be put in and to keep the opportunities
open.
Public Works Committee /March 16, 2010
