HRA BUSINESS <br />Case #1: Consider Wetland Mitigation Options in Ramsey Town Center <br />Assistant City Engineer Jankowski reviewed the staff report. <br />Chairperson Dehen asked what staff was trying to accomplish. <br />Assistant City Engineer Jankowski responded this would allow staff to see what remained to be <br />developed. <br />Commissioner Ramsey stated he was interested in what the City needed to do to continue on the <br />eastern side of the City and not worry about the western side of the City right now. <br />Public Works Director Olson responded the Council had to do something and one of the options <br />should be chosen. He recommended going through the permitting process for the entire City <br />now as this was a lengthy process. He recommended approval of item G with the vegetation on <br />the Charter School wetland and the northwest wetland. <br />Chairperson Dehen asked why it was important that this be done now. <br />Darren Lazan, Landform, responded the City had purchased the property with ahalf-completed <br />permit and it was the City's responsibility to complete the permit. He indicated there was a <br />surety to assist with the permitting at this time. He stated if this were approved now, it would be <br />one less thing for the City to do in the future. <br />Tony Kaster, URS, 100 South Fifth Street, Minneapolis, summarized what a wetland mitigation <br />area entailed. <br />Commissioner Elvig stated it appeared the HRA needed to address this eventually and it was <br />necessary to complete the required permit. He expressed concern regarding the Rehbein bond. <br />Chairperson Dehen asked what would happen if the HRA did nothing. <br />Public Works Director Olson responded the WMO could call on the performance bond and <br />create the wetland where the City did not want a wetland. <br />The HRA discussed wetland mitigation around the new water tower site. <br />Commissioner Look stated he did not like the charter school mitigation area being proposed. <br />Chairperson Dehen agreed. <br />Public Works Director Olson noted the wetland had always been in the proposed plans and the <br />Charter School wanted to use the area as an outdoor classroom to study wetlands. <br />Housing and Redevelopment Authority /February 23, 2010 <br />Page 2 of 3 <br />
