Case #3: 2007 Council Organization <br />Mayor Gamec noted resolutions are included in the Council packet relating to Council <br />organization and designations for 2007. <br />Motion by Councilmember Strommen, seconded by Councilmember Jeffrey, to adopt Resolution <br />#07-O1-012 for 2007 Council organization. <br />Motion carried. Voting Yes: Mayor Gamec, Councihnembers Strommen, Jeffrey, Dehen, Elvig, <br />Look, and Olson. Voting No: None. <br />Motion by Councilmember Jeffrey, seconded by Couneihnember Strommen, to adopt Resolution <br />#07-O1-013 designating financial institutions as official depositories of City funds for 2007. <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Strommen, Dehen, Elvig, <br />•Look, and Olson. Voting No: None. <br />Motion by Councilmember Jeffrey, seconded by Councihnember Strommen, to adopt Resolution <br />#07-O1-014 designating Village Bank as official financial institution for the City of Ramsey <br />banking services for the year 2007. <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Strommen, Dehen, Elvig, <br />Look, and Olson. Voting No: None. <br />Motion by Councilmember Jeffrey, seconded by Councilmember Olson, to adopt Resolution <br />#07-01-O15.authorizing signatures for financial transactions. <br />Motion carved. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Olson, Dehen, Elvig, <br />Look, and Strommen. Voting No: None. <br />Case #4: Status of Ordinance to Amend City Charter Section 2.1 <br />City Attorney Goodrich indicated this case does not require Council action; it is informational. <br />He reviewed that the Charter Commission met on December 5, 2006, to consider an amendment <br />to the Charter. The amendment would change Section 2.1 of the Charter and provide that the <br />City be governed by the Council-Manager Form of Government. Currently, the City is governed <br />by the Mayor-Council Plan. At its December 5 meeting, the Charter Commission recommended <br />that the City Council enact an ordinance to amend the Charter to the Council-Manager Form of <br />Government. The Charter Commission recommended that the amendment be effective January <br />1, 2008. Mr. Goodrich reviewed that the Council introduced the recommended ordinance on <br />December 12, 2006, and held a public hearing on December 28, 2006, after properly advertising <br />the hearing: The December 28, 2006 City Council motion was as follows: <br />To adopt Ordinance No. 06-12-_ amending Section 2.1 of the City Charter requiring <br />that the City be governed by the Council-Manager Form of Government with the <br />following change: an effective date of January 2, 2011, contingent on approval by the <br />City Council /January 9, 2007 <br />Page 9 of 24 <br />-33- <br />
