~3 <br />City Council Work Session <br />Topic Report: Rental License Program <br />By: Amber G. Miller, Planning Manager. <br />Background: <br />hi 2003, the city initiated a rental licensing program which required every residential rental unit to be <br />licensed by the city. Part of the rental process included a building inspection to ensure the condition of <br />the rental space met city standards as defined in the city code. The license fee is $75 for two years. <br />City Council discussed the value of having a rental licensing program at the City Council Work <br />Session on December 1, 2009. The Council directed Staff to bring forward an ordinance to repeal the <br />rental licensing section of City Code at a future Council meeting. Staff drafted the ordinance to repeal <br />and it was introduced at City Council January 12, 2010. At the January 26, 2010 meeting of the City <br />Council the ordinance was eligible for adoption; the City Council tabled action and directed Staff to <br />bring options, besides repeal, back before the City Council. <br />Observations: <br />Per Council's direction, staff pulled together some options to work with the existing rental license <br />ordinance. Staff developed several alternatives for Council's consideration at the February 23`a Work <br />Session. The Council expressed a desire to explore Opflon 2 which was an incentive based option. <br />Planning Staff prepared a program based on the discussion and the interest in Option 2 as presented at <br />the Work Session. This program has been reviewed by Building, Police and Fire. If this is an option <br />Council would like to pursue, it would be drafted into ordinance format and brought back before City <br />Council at a future work session. <br />Funding: <br />Dratling and processing the ordinance is covered under regular City Stafftime. <br />Action Statement: <br />Will be based on Council discussion. <br />
