review of site plans since that time. Salvage operations have never been a pemutted use in the <br />highway corridor. Outdoor storage is only allowed in a very limited area along Highway 10. <br />The Sub-Committee received all of the material on all properties and met with Staff on March 2"d t0 <br />review and discuss enforcement options. The cormnittee members expressed particular concern <br />regarding the appearance of property along the Northstar rail corridor now that we have commuter <br />trains traveling along this stretch. <br />The following are the Sub-Committee recommendations: <br />Vegetation-if the vegetation is on a developed lot, the regulation should be enforced and a notice <br />sent to the property owner or tenant. If it is on a side lot or outlot (which is undeveloped), we would <br />request they cut back 10 to 15 feet along the right of way, similar to what we have done in Town <br />Center to help the appearance of the property but not be overly burdensome. <br />Accumulation of Waste-should be immediately addressed. Any junk or debris should be removed <br />and dumpsters should be screened. No storage should be higher than the fence. Cannot stock pile <br />pallets outside, they must be discazded. <br />Outside Storage-should be screened where it is allowed. Not concerned about the surfacing <br />requirement. It can be stored on gravel but it must be screened and outside storage of materials cannot <br />exceed height offence. No grass growing between stored items. Staff would recommend a minimum <br />of Class V. <br />Paving requirements-approaches and drives should be paned, including existing properties. Do not <br />require curbing except on new development. There aze benefits to requiring curbing and paving. <br />Curbing directs drainage and in addition to controlling dust, paving has the added benefit of erosion <br />protection for storm sewers. Ensure there is a paved azea for customers as well. Give owners <br />adequate time to comply, 12 to 18 months. Maybe have some kind of incenfive to get it done this <br />year. <br />Temnorar~Signs-go back to requiring a permit for temporary signs so that staff can better track <br />them. No fee or nominal fee for the permit. Also would like Council to adopt a resolution regarding <br />the policing of the right-of--way in reference to signs stating if the State and County will not police <br />their right-of--way, the City will do so. <br />Abandoned or inoperable vehicles-should be immediately enforced and removed. <br />Full copies of the zoning districts aze available upon request. <br />Ftimding: <br />Drafting and processing an ordinance is covered under regular City Stafftune. <br />
