As a Councilmember, he would like to support the school, but he did <br />not think that lie could make a solid decision at this point without fi. trther information. <br /> <br />Mayor Gamec inquired if the Council was in favor of the school being built in the City of <br />Ramsey. <br /> <br />Majority consensus was that they would be in favor of the PACT school being constructed in the <br />City of Ramsey. <br /> <br />Councilmember Strommen stated that she was in favor of the school, but she was not in favor of <br />looking at only one small parcel on-the Town Center site. <br /> <br />Councilmember Zimmerman inquired if another school would request to build in the City of <br />Ramsey would they be able to treat them the same as they would be treating the PACT Charter <br />school. He questioned if the City would be holding bonds for the school. <br /> <br />Mr. Bosacker replied that the present financing direction would be for the City to hold bonds for <br />the school. <br /> <br />Councilmember Zimmerman inquired if they would be able to do the same for another school. <br /> <br />City Administrator Norman explained that the type of bonding they are talking abOUt is revenue <br />based and has no impact on the City's debt limit. There are only a few bonds or debts that the <br />City can take that goes towards the debt limit. Next month a new school could come in and they <br />could make the same deal. <br /> <br />Councihnember Cook noted that the City would not-be liable for the debt. <br /> <br />Councilmember Zimmerman inquired if the debt would be private or Public. <br /> <br />Councihnember Cook replied that either way it is public because it is a p'ublic school. <br /> <br />Councilmember Elvig stated that he was not able to make a finn decision because he would like <br />to see the financial picture before they talk about giving land away. <br /> <br />Councihnember Strommen inquired if the financial figures will be made aVailable before they <br />give the school the go ahead. <br /> <br />City Administrator Norman explained that at this time he was only updati'ng the Council as to <br />where the discussions were as far as a possible location for the school. On the church site the <br />school would have been asking the City for incentives, but with the school being constructed on <br /> <br />City Council/March 4, 2003 <br /> Page 5 of 16 <br /> <br /> <br />
