I I I I I I I I I I I I I I I I I I I CITY COUNCIL CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA The Ramsey City Council conducted a work session on Tuesday, March 18, 2003, at the Ramsey Fire Station Number I, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. Members Present: Mayor Thomas Gamec Councilmember Todd Cook Councilmember David Elvig Councilmember Patti Kurak Councilmember A1 Pearson Councilmember Sarah Strommen Councilmember Gerald Zimmerman Also Present: City Administrator, JameS E. Norman Assistant City Administrator Heidi Nelson Community Development Director Sylvia Frolik Principal City Engineer Brian Olson CALL TO ORDER Mayor Gamec called the work session of the City CoUncil to order at 7:30 p~m. WORK SESSION TOPICS FOR DISCUSSION 1) MnDOT-Official Map City Administrator Norman stated that during a Council work session of November 26, 2002, the City Council discussed the official mapping process for right-of-way acqUisition along the Highway 10 corridor. The City Transportation Consultant, Len Levine, was on hand to review the official mapping, process with the City Council. At that time the Council agreed to continue the discussion prior to consideration of a moratorium along T.H. #10 in anticipation of a T.H. #10 Corridor Improvement Project. The City Council authorized an. agreement with The Tinklenberg Group on January 28, 2003, to further address Highway #10 moratorium isSues. The Tinklenberg Group has been meeting with some of the property owners along Highway #10 to try and address their concerns. They have indicated that many of the property owners were skeptical initially, but after an explanation of the.process; the meetings did turn more positive. It has also been determined that some of the property, owners are interested in selling their property. Staff will be scheduling a meeting for The Tinklenberg Group to meet with the City Council in the near future. City Council/March 1'8, 2003 Page 1 of 8 -149-
