<br />Supervision. The installation of the above improvements shall be under the

<br />Basic Improvements Installed by Developer ~

<br />General Rule. The developer shall not commence with improvements until
<br />financial assurances are provided as contained in the development
<br />agreement.

<br />Sanitary Sewer. Sanitary sewer mains and service connections
<br />stubbed in to the property line shall be installed to serve all lots in the
<br />SubdiviSion mid other such properties served by'the subdivision sewer
<br />main, when the location of such plat is within an area of the City
<br />which is either being assessed for sanitary sewer service or for which
