Access FHnciMes <br /> <br />County Road 116 serves an important transportation function in the region and access <br />management is a tool that wi11 help address' mobility and safety needs along the corridor. <br /> <br />The corridor plan for County Road 1 i6 needs to support the recommendations from the <br />TH 1.0 IRC Study. Implementing those recommendations means that County Road 116 <br />needs to serve a larger function in the transportation network than at the present t/me. <br />Access and mobility along County Road 116 are key to its ability to serve a hi,er <br />function. <br /> <br />3. The future vision for the comdor and the access management plan should consider 'the <br /> needs of all users and stakeholders including residents, businesses, the Cities and the <br /> County. <br /> <br />4. Implementation of ~ccess management strategies should be prirn-arily opportunity-based, <br /> with the goal of'maintaimng the operational integrity and safety of the corridor. In some <br /> areas, it is acknowledged that achieving the access concept will be extremely difficult due <br /> t° existing access, physical constraints and costs. <br /> <br />Access Policies <br /> <br /> il <br />~ 1. Public ,Street Full Access. Points il <br /> <br />Signalized access to the corridor should be managed so that corridor mobility is maintained <br />and that safety is provided when accessing or crossing the corridor. <br /> <br />Policy: Full access intersections should be promored first ar the junction of minor arterial <br />routes, then at collector and local routes. The minimum, spacing between &ese access <br />points should be one-half mile (Figure 18). Current and future intersection points meeting <br />this criterion have been identified in the corridor (Figure 19). Local communities shoMd <br />plan facilities to lute utilize these full-access points. <br /> <br />Intermediate Public Access Points <br /> <br />Other access points along the corridor should be minimized to reduce the number of <br />conflicts in the corr/dor. <br /> <br />Policy: Intermediate access points may be permitted at a minimum spacing of 880 feet <br />(one-sL'crh of a mile). These access points will not be' signaliz, ed, and will be restricted to <br />right-in/right-our unless Iefr-in/right-in/right-out can be safely accommodated' and can <br />provide better operations ar key intersections.
