Use .Permit request, <br />contingent on the above stated items, based on the Findings of Fact. <br />Further discussion: Conncihnember Wise stated he was discussing this property with a resident <br />today and apparently at one time this property was a truck stop and asked if there was every an <br />environrental study done. Ed Prater, Eddy's Auto & Body Repair, Inc. responded there was an <br />addition put on the building in 2000 and there was an environmental study done at that time. <br />Councilmember Jeffrey stated this business did a great job and ran. a clean business. <br />Councilmember Dehen stated he was concerned about the outdoor storage of parts. He asked if <br />there were proper procedures in place to enforce outdoor storage issues. Associate Planner <br />Gladhill responded this was the reason this was a conditional use and if this became an issue, the <br />City had the ability to bring this forward to a revocation hearing. Mr. Prater stated they were <br />also planning on putting in a fence that could not be seen through on the west side of the <br />property and also where the light rail ran. Councilmember Elvig stated railroads were built <br />through industrial areas and he did not know if they. should be concerned about screening views <br />from the light rail. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilnembers Wise, Jeffrey, Dehen, Elvig, <br />Look,. and McGlone. Voting No: None.. <br />7.04: Introduce Ordinance to Amend Section 117-1 Definitions of the City code; <br />Case of Cityof Ramsey <br />Planning Manager Miller reviewed the staff report. <br />Motion by Councilmember Elvig, seconded by Councilmember Wise, to introduce an ordinance <br />_ to amend Chapter 117-1, definitions. <br />Further discussion: Councilmember Wise stated he knew there had been a concern about this, <br />but if residents kept their yards looking nice, there would not be any issues. Councilmember <br />McGlone noted driveways in the back of a residence or horseshoe driveways were not addressed. <br />He stated under commercial equipment to add the wording: "specifically designed or used for <br />commercial purposes". He.asked that commercial vehicle weight be changed to match the State <br />definition. He asked that revisions be-made to the -screening requirements for screening on all <br />sides. City Attorney Goodrich stated a public hearing had already been held and depending on <br />the extent of the amendments, another public hearing would need to be held. Councilmember <br />McGlone stated he wanted the screening on the roadside. Mayor Ramsey stated he believed it <br />would be better to bring this back and amend the motion when it was adopted. City Attorney <br />Goodrich believed this should be reintroduced once the changes were made. Councilmember <br />Wise stated he did not believe anyone had any problems with the suggestions, except maybe the <br />screening. Councilmember Elvig stated he did not want to change his motion at this time and he <br />wanted to see the proposed amendments in writing and deal with the amendments at the time of <br />adoption. <br />Motion carried.
