Councilmember Elvig stated he <br />had no issue with this going to the ballot. Councilember Look stated this was reducing the <br />power of future Councils and the Council here would change what was proposed. He asked what <br />statutory ability Councils had to reduce future Council powers without bringing it before the <br />residents. City Attorney Goodrich stated Councils had the right to propose Charter Amendments <br />and to bind future Councils to limit those powers. Councilmember Look was not sure it was <br />legal that current Councils could bind future Councils. Deputy City Administrator Nelson responded she did not have. <br />that number, but she believed it was around $750,000.00. <br />Motion by Councilmember Elvig, seconded by Mayor Ramsey, to enter into a Purchase <br />Agreement with Inter City Oil Co. for purchase of the parcel of land located at 6021 Highway 10 <br />NW, Ramsey, Minnesota (PIN 35-32-25-31-0012), for a total.purchase price of $879,200.00 <br />which amount is to be funded by a Metropolitan Council RALF loan. This motion is contingent <br />upon formal approval by the Metropolitan Council approving-the Purchase Agreement, entering <br />into a Loan Agreement with the Metropolitan Council, the pazcel owner being responsible for the <br />demolition expenses incurred in removing the structures on the parcel and upon City Attorney <br />approval of the Purchase Agreement's legal terms, including environmental issues upon final <br />negotiation with the parcel owner. <br />Further discussion: Councilmember McGlone asked staff to research the name of the contractor <br />that removed the burned structure on the parcel. Councilember Dehen stated he was going to <br />vote against this because it appeared there was a huge disparity between what the City was <br />paying for it and what the property owner was satisfied paying taxes on.
