7.04: Consider Lease Proposal for 7157 Highway #10 NW for Outdoor Sales of Accessary <br />Structures in the.Official Mapped Area <br />Associate Planner Gladhill reviewed the staff report. <br />Councilmember Jeffrey stated he was concerned about the site lines in this area. He asked what <br />kind of signage would be allowed. <br />Associate Planner Gladhill summarized the Code with respect to signage. <br />Councihnember Dehen asked what the market rate was. <br />Associate Planner Gladhill responded staff had not looked at market rate. <br />Deputy City Administrator Nelson stated after talking to others, staff believed the mazket rate <br />was in the $8-10 range. <br />Councilmember Dehen expressed concern this was below market value. <br />Planning Manager Miller noted if the City leased this at a below mazket rate the City would be <br />liable for relocation costs. <br />City Attorney Goodrich summarized the requirements for relocation costs. <br />Councihnember McGlone expressed concern that once the property was leased, there would not <br />be property taxes collected. He noted for this type of use, there were other vacant lots available <br />around the City. He believed the City should not lease the property. <br />Motion by.Mayor Ramsey, seconded by Councilmember Elvig, to deny the request. <br />Further discussion: Councihnember Elvig stated he did not like the location of this and did not <br />like outdoor sheds being put up. <br />Motion carried, Voting Yes: Mayor Ramsey, Councilmembers Elvig, Dehen, Jeffrey, Look, . <br />McGlone, and Wise. Voting No: None. <br />7.05: Consider Mowing and Weekly Park Facility and Trash Maintenance Services - <br />Contractor or In-House Forces <br />Public Works Director Olson reviewed the staff report. <br />Motion by Councilmember Jeffrey, seconded by Councihnember Wiser, to have City staff <br />continue to maintain the park facilities. <br />City Council /April 13, 2010 <br />Page 8 of 15 <br />P28 <br />
