CASE # ~, ~~ CONSIDER MUNICIPAL CONSENT FOR THE ANOKA COUNTY INTERSECTION RECONSTRUCTION PROJECT 0206-64, TH 47 AND COUNTY ROAD 27 By: Tim Himmer, City Engineer Background: Anoka County initiated a cooperative agreement with MnDOT to reconstruct the T-intersection at TH 47 and County Road 27 (179`h Lane NW) in the northeast portion of the City back in the fall of 2008. The proposed improvements are being constructed to improve safety along the corridor, and include lowering TH 47 north of the intersection to provide better sight distance, and installing a northbound right turn lane and southbound passing lane. Anoka County is the lead agency and they have met individually with every resident that will be impacted; for both required acquisitions and to educate them on the project. Right-of--way and easement acquisitions are substantially complete, and must be finalized prior to undertaking the project. Observations: Staff has reviewed the plans and addressed some minor concerns related to erosion control, conveyance of runoff, and a detour plan. The project requires municipal consent from the City and once granted by the Council staff will sign the final set of plans, which will then be submitted to MnDOT for approval. It is ' anticipated that final approval will come from MnDOT prior to the end of May, bidding will take place during the month of June, construction will commence at the end of July, and the work will be substantially completed by the end of August. Since it is intended for the intersection to be closed during construction a proposed detour plan is attached for your review. The plan is to temporarily reroute traffic north CSAH 22 along the northern border of the City and then east and west to CSAH 7 and CSAH 5 respectively. Funding: The project is estimated at approximately $270,000; all of which is being funded by MnDOT, with acquisition, design and inspections being performed by Anoka County. Staff Recommendation: Staff recommends that the City Council provide municipal consent for Anoka County project 0206-64, TH 47 and County Road 27 intersection reconstruction, and authorize staff to sign the plans for such.
