CASE # ~, Q,7j <br />CONSIDER USE OF CITY PROPERTY LOCATED AT 16600 ST. FRANCIS BOULEVARD <br />By: Tim Himmer, City Engineer <br />Background: <br />During the process to construct water tower #3 adjacent to Elmcrest Park, the City purchased property at <br />16600 St. Francis Boulevard. The purchase agreement for this acquisition was approved by Council on <br />December 9, 2008 in the amount of $750,000, which also included additional land for a permanent <br />dedicated access to Elmcrest Park (16.6 acres in all). The entire parcel at 16600 St. Francis Boulevard is <br />approximately 14.2 acres in size, and the water tower site improvements take up about 2.5 acres in the <br />southeast corner. <br />An existing house and garage currently sit in the northeast corner of the lot. This home was constructed <br />in 1952 and is need of various repairs. The property was purchased for a water tower site, access to <br />Elmcrest Park, and future use/redevelopment into an expanded commercial node or other use compatible <br />with the City's zoning requirements. <br />Staff previously brought a similar case to the Council on October 27, 2009. The direction from that <br />meeting was for staff to conduct a site inventory of the structures and perform apre-demo assessment on <br />the house only; as it was thought that we could potentially utilize the existing pole barn for storage <br />purposes. The assessments are now complete and it was concluded that no asbestos containing materials <br />were found in the residence. <br />Observations: <br />Staff is now looking for direction on how to proceed with this information. It was inferred from the <br />previous conversations that the house would be demolished following this assessment, and there was <br />discussion about potentially using it for police and/or fire training first. Since no asbestos containing <br />materials were found the fire department would like to use the structure for training purposes, but the <br />police department has already lined up their training for this year and will not need this facility. <br />Staff is proposing to rent dumpsters from a licensed hauler and utilizing public works staff to remove <br />certain household items from the home (stove, refrigerator, etc.). The fire department will then use the <br />house for training purposes and burn the structure. Once completed public works staff would then <br />complete the demolition and clean up of the remaining debris. Alternatively, staff could prepare an RFP <br />and solicit quotes for the demolition of the structure. <br />Funding: <br />It is estimated that hauling and disposal will cost approximately $5,000, and most of the labor will be <br />performed by City staff. Since all funding associated with this property to date has come from the <br />Water Utility Fund, it is proposed to cover these costs as well. Reimbursement of these expenditures <br />will come from future land sales once the final determination is made on the end use of the remnant <br />property. <br />Recommendation: <br />Staff is recommending using City staff, to the extent possible, and fire training to remove the house from <br />the property located at 16600 St. Francis Boulevard. <br />
