CC# 1,
INTRODUCE ORDINANCE AMENDING CHAPTER 105,
BUILDINGS AND BUILDING REGULATIONS, OF THE RAMSEY CITY CODE
By: Heidi A. Nelson, Deputy City Administrator/Director of Community Development &
Mick Kaehler, Building Official
Background:
In 2009, the City Council expressed interest in establishing an electrical inspections program and
at the Apri127, 2010 Work Session there was consensus between members of the City Council to
direct staff to create an electrical inspections program. As indicated in previous discussions, to
establish an electrical inspections program which the City would administer and enforce, the City
Council must first adopt an ordinance in accordance with Minnesota Statutes, Section 326B.36,
Subd., 6.
The ordinance establishing an electrical inspections program is attached for your consideration
and introduction. Staff recommends that the City Council introduce the ordinance referencing
the Minnesota Electrical Act and consider adoption of an ordinance establishing permit fees at a
future City Council meeting. The Minnesota Electrical Act is attached for your information.
As members of the City Council will recall, the City did not receive the anticipated level of
interest in its RFP for electrical inspections services. The City Attorney has opined that the
City's process for soliciting proposals was legal and appropriate; however, if it is the desire of
the City Council, staff can issue a new RFP and seek additional proposals. This process will take
approximately six weeks and would be complete shortly after the effective date of the ordinance
establishing a City electrical inspections program.
Council Action:
Make a motion introducing Ordinance.#10-XX to amend Chapter 105 of the City Code,
Buildings and Building Regulations.
Attachments:
Minnesota Electrical Act
Reviewed by: _
Acting City Administrator: ~^~""'"-
CC: OS/11110
